Analysis of the Impact and Effectiveness of Projects - Structural Funds Programme for Malta (2004-2006)
The goal of the analytical studies is to improve the overall quality, effectiveness and consistency of the Structural Funds assistance in Malta and also to promote good practice learning and overall capacity building in the area of evaluation, both in general and of its administration.
The goals of this project are thus to provide the Managing Authority, via a transparent and objective process of research and analyses, with the verification, assessment and analysis of a sample of Strcutural Funds projects (x13) financed under three of the Single Programme Document measures (primarily in terms of effectiveness and impact) and to provide an analysis of the related overall programme, monitoring and evaluation functions.

Measure 4.2 – Human Resources
The corresponding findings, conclusions and recommendations shall be provided to the MA in the form of an “Analysis Report”, which shall address both project specific and also measure and programme specific issues. The Report shall provide clear and practical findings, conclusions etc., so as to also support both the Ex-Post Evaluation of cohesion and solidarity policy under this “generation” of SF Regulations at the EU/EC level and also to support the management and analyses of the on-going 2007-2013 programmes in Malta.
