Zewwieqa Waterfront Cost-Benefit Analysis The objective of this study is to analyse the social, economic and financial costs and benefits of the proposals submitted for the Żewwieqa Waterfront civil works and embellishment project that managed to make it through the first tier of filtering provided by the objectives-attainment criterion and, based on the foregoing results, to issue a proposition relating to whether the project should be undertaken.

Specifically and concisely, the objectives for the study being undertaken are the following: To develop a conceptual-level understanding of the plan for the embellishment of the Żewwieqa Waterfront in Gozo; To give an overview of what the project will entail; To study the feasibility and net worth to society at the pre-investment stage of the various formats of the infrastructural works being proposed; and To propose, based on the foregoing analytical components, the undertaking or otherwise of the project that maximises the net social welfare of Malta and Gozo, if any.
