Interim Evaluation Report (IER) of On-going Projects Under the Transition Facility Programme (2008-2009) The IER examines the progress of the Programmes towards the objectives stated in the formal programming documents. The report is intended to provide management information for the benefit of the Joint Monitoring Committee and other involved parties. It draws conclusions and puts forward recommendations

The objectives of this contract are to provide the Maltese authorities with an external, independent, interim evaluation covering the on-going Transition Facility programme and projects during 2008 and 2009, and to support further and develop the capacities of the National Aid Coordinator (NAC) and National Authorising Officer (NAO) services and the Department of Contracts (DoC) in relation to the efficient and effective process by which they monitor implementation and assess progress to the achievement of declared project intervention objectives.
